Judd Nelson gives the sweatiest performance as a psycho serial murderer that I’ve seen since John Barrymore Jr. in Fritz Lang’s While the City Sleeps. In other respects though, this slightly better than routine cop film is striking only for the consistent incompetence of the LA police department as it operates throughout the plot.
